FAWE Liberia, conducted an comprehensive institutional capacity assessment to support the implementation of the Mastercard Foundation’s Second Chance Pathways program. This initiative is designed to empower marginalized young women and men in Liberia by providing access to quality education and skills training for sustainable livelihoods.

The assessment employed a robust, multi-method approach, including Focus Group Discussions (FGDs), in-person interviews, and institutional evaluations, to assess the preparedness of universities and Technical and Vocational Education and Training (TVET) institutions. These tools enabled a thorough analysis of each institution’s ability to deliver inclusive, gender-responsive, and high-quality training programs.

The assessment was conducted in three strategic phases:

Phase 1 (March 5–17, 2025): Covered 10 institutions in Montserrado and nearby counties:

Stella Maris Polytechnic University, Salvation Army Polytechnic, Accelerated Vocational Training Program (AVTP)/Tubman High School, Monrovia Vocational Training Center, Gateway Vocational Training Center (GVTC), David A. Strass-Sinje Technical and Vocational College, Bomi Community College, Booker Washington Institute (BWI), Harbel University, and  Bong County Community College

Phase 2 (August 10–17, 2025): Focused on 13 institutions in central and northern Liberia:

Klay Agriculture & Vocational Training Center (KAVTC), Lutheran University (Phebe School of Health Sciences), Kakata Rural Teacher Training Institute, Cuttington University, Grand Bassa Community College, University of Liberia, Lofa County University, Voinjama Multilateral High School, Zorzor Rural Teacher Training Institute, and Nimba County Community College

Phase 3: Targeted southeastern institutions to ensure nationwide coverage:

Zwedru Multilateral High School,Dianna K. Isaacson School of Midwifery

 Grand Gedeh University, Sinoe Multilateral High School Sinoe County University Webro Rural Teacher Training Institute, Cape Palmas High School, William V.S. Tubman University and Grand Kru County Community College

Throughout the process, FGDs engaged faculty, administrators, and students to gather qualitative insights into institutional strengths, challenges, and gender equity practices. In-depth interviews with key personnel provided further understanding of governance structures, curriculum alignment, and resource availability. These engagements facilitated by the Knowledge Management Officer revealed critical opportunities for capacity enhancement and informed tailored recommendations for successful implementation of programs.
